School board acted like a high-stake gambler
Revelations about the Bethlehem Area School District's interest rate swaps in The Morning Call last week are shocking. Interest rate swaps are widely used in corporate America and the amount of debt ''swapped'' runs into the trillions of dollars. An end user like the school district, (not a trader or market-maker), should use a swap to hedge an exposure to loss -- to reduce or eliminate the risk of loss from unfavorable movements in that exposure.
