Slots law changes are timely, needed
When Pennsylvania decided to legalize slot machines in 2004, the state Legislature had to set down pertinent rules and regulations. It did so in a mind-numbing late-night session and the product shows it. It wasn't just that the law was not sharply crafted, although it was not. The law also was written to allow those with political clout to reach into the process of licensing and supervising the casinos in ways that do not serve the public interest.
